On Saturday 7th February the Daily Telegraph published a story headlined "Hunting ban could only apply in England under Welsh devolution plan". The piece reported that "The change could see hunting with packs of dogs introduced in Wales in a similar model to Scotland, where packs can be used to flush out foxes before they are humanely put down.
